Oxford City Council publishes missing UMBEG minutes following order from the ICO

Maps, plans and minutes all published, contrary to the claim made in 2015 that the minutes did not exist. Information shows that the PSPO was first considered in 2014, and that the first consultations at the beginning of 2015 did not include boaters.
