The City Executive Board agreed to implement a consultation process that would be comprehensive in its coverage, involving all key stakeholders, and examining the nature and scale of the behaviours that have been causing difficulties in recent years and the alternative potential means of control. I expect that you will be fully engaged with that process and would want to assist the Council to prevent the kinds of problems that unlicensed moorings have been causing. I have yet to see the recommendations of the Public Participation Board and can assure you that members will not accept any movement away from the decision made at the Executive Board.

Dear Bob,

Thank you for your reply. I hope that our fears are unfounded and we can trust the process; the City Executive Board recommended that interested parties including the NBTA on behalf of boaters were engaged prior to the consultation. I’m sure you can appreciate our consternation on discovering that the Public Participation Board met on 24th March without any contact with boaters’ representatives. I can only assume from your reply that the Board is planning to contact boaters’ representatives and meet again prior to the consultation going ahead. Can you confirm that this is the case please?

Yes; the Public Engagement Board is an internal officer group which met to plan the consultation and engagement process. Members will see their proposals next week I think, and then if we approve them , the consultation with the NBTA and other stakeholders will be the first step in the process.

Thank you very much for your reply and clarification. I’m afraid I’m not familiar with the process of engagement and consultation and I’m a bit confused. Are the members who see their proposals members of the Executive Board, or other Councillors? Is the engagement with stakeholders including the NBTA a part of the process that happens prior to public consultation? Please could you let me know?
